Cheshire East Council to Discuss Future of Library Services Amid Financial Challenges

Cheshire East is at a crossroads with its library services as the council faces significant financial hurdles. Next week, the environment and communities committee will delve into proposals that could redefine how libraries operate across the borough. With more than £600k in savings required over the next two years to align with the council’s medium-term financial strategy, which itself seeks to address a daunting £100 million budget shortfall, the future of local libraries is under scrutiny.

A report set to be presented to the committee outlines an updated strategy for the borough’s libraries, developed in the wake of a comprehensive service review conducted last year. This strategy not only aims to navigate the financial storm but also to enhance library services in line with public demand and need. Councillor Mick Warren, chair of the committee, emphasized the importance of libraries to residents, acknowledging the need for a transformative approach to maintain these crucial community assets.

The council is considering a tiered system for its libraries, a model already adopted by numerous councils, which promises to tailor services more closely to community needs. Under this system, libraries would be categorized into four tiers, ranging from ‘library hubs’ in major towns like Congleton and Crewe, offering a wide array of services, to ‘community libraries’ in smaller locales such as Alderley Edge and Disley, focusing on core services and activities.

Tier one libraries would serve as comprehensive hubs, providing not only traditional library services but also support around health, employment, and education, among others. Tier two sites would maintain core services with adjusted opening hours to reflect peak usage times, while tier three libraries would operate with limited council staffing, relying on community organizations for additional support. The existing mobile and home library services, crucial for residents unable to visit libraries in person, would constitute the fourth tier.

The council is poised to launch a public consultation on this draft strategy in August, pending committee approval. This consultation will seek residents’ input on the proposed tiering system and the future direction of library services in Cheshire East. Feedback gathered during this period will be instrumental in shaping the final proposals, which are expected to be revisited by the committee in the autumn.
