Monmouthshire County Council Ends Year with Surplus Amid Financial Struggles

In a surprising turn of events, Monmouthshire County Council has managed to close the 2023/24 financial year with a £1.7 million surplus, despite facing significant financial challenges that necessitated a £10 million savings effort. This surplus, which represents 0.8 percent of the council’s annual budget, comes at a time when the council is grappling with a £5 million overspend in critical areas such as adult social care, children’s additional learning needs, waste services, and homelessness and housing.

Despite this financial boon, the council is not out of the woods yet. It is currently facing £873,000 in cost pressures above its allocated budgets for the current financial year, signaling a need for immediate action to maintain a balanced budget. Moreover, a looming £34.7 million funding shortfall from 2024 to 2029 has prompted the council to prepare a medium-term financial strategy, which will be presented to the full council on Thursday, July 18.

Councillor Ben Callard, the Labour cabinet member responsible for finance, emphasized that the council’s financial woes are not due to overspending but rather a reduction in spending power. This sentiment was echoed during a discussion with the overview and scrutiny committee, where the final financial results for 2023/24 and an update on this year’s budget were reviewed.

The council’s unexpected surplus was attributed to a combination of factors, including less demand on reserves than anticipated and an improvement in financial performance in the final quarter of the year. Notably, the council had projected a £314,000 deficit at the nine-month mark of the financial year. Budget recovery actions, such as staff vacancy restrictions and delays in the capital program, played a crucial role in this turnaround.

However, concerns were raised about the impact of vacancy restrictions on existing staff. Councillor Jill Bond questioned whether the pressure on current employees had been considered, to which Cllr Callard responded that the council continues to recruit but has absorbed capacity within existing teams where feasible. He also took the opportunity to acknowledge and thank the staff for their dedication.

Another area of concern highlighted in the report was the significant reduction in school balances, with a cumulative deficit of £905,000 and thirteen schools ending the year in the red. This situation marks a worrying trend, although it is not as severe as the pre-pandemic period when up to 17 schools faced deficit positions. The council and the chief officer for children and young people, Will McLean, are committed to addressing these structural budget deficits through budget recovery actions.

As Monmouthshire County Council navigates these financial challenges, the focus remains on maintaining a balanced budget while ensuring the delivery of essential services to the community. The upcoming medium-term financial strategy will be crucial in outlining how the council plans to tackle its funding shortfall and secure a sustainable financial future.
