India Launches First International Centre for Audit of Local Governance in Rajkot

In a groundbreaking move to set global standards for the auditing of local governance, India inaugurated the International Centre for Audit of Local Governance (iCAL) in Rajkot today. The Comptroller and Auditor General (CAG) of India, Girish Chandra Murmu, led the opening ceremony of this pioneering institution, which is situated within the premises of the Accountant General’s office in Rajkot.

iCAL is poised to become a pivotal platform for collaboration among policymakers, administrators, and auditors focusing on local governments. Its mission is to bolster the independence of local government auditors, thereby enhancing their ability to assess financial performance, improve service delivery, and streamline data reporting. By standardizing the audit processes of local governance, iCAL aims to foster accountability and propel the achievement of Sustainable Development Goals (SDGs).

Dinesh Patil, the Principal Accountant General (Audit-I) of Gujarat, has been appointed as the Director General of iCAL, bringing his extensive experience to the forefront of this initiative.

CAG Murmu also unveiled plans for an International Capacity Building Program under the aegis of iCAL. This program is designed to offer specialized training to various departments within local governments, including the State Government’s Panchayat Department, Municipalities, and Municipal Corporations. The initiative underscores the commitment to enhancing the skills and knowledge of those involved in local governance, ensuring they are well-equipped to manage and report financial matters effectively.

Moreover, iCAL will encourage collaboration between audit institutions through a series of workshops and peer exchanges. This initiative aims to promote transparency, accountability, and the adoption of effective audit practices at the local governance level.

Highlighting the significance of this initiative, CAG Murmu stressed the importance of institutionalized collaboration among Supreme Audit Institutions (SAIs) globally. Sharing best practices and improving audit methodologies are crucial for the robust auditing of local bodies. This is especially pertinent in light of increased funding allocations to local governments, necessitating stringent oversight to ensure funds are utilized efficiently and effectively.

Murmu emphasized the complexity of auditing local governments and the need for capacity building among auditors and local government employees. “To effectively navigate the complexities of auditing local governments, we need to build the capacity of our auditors and local government employees to improve their understanding of financial management practices and internal controls,” he stated.

The establishment of iCAL marks a significant milestone in India’s efforts to enhance the governance and accountability of local bodies. Through this initiative, India not only sets a precedent for auditing practices worldwide but also takes a significant step towards achieving sustainable development and governance excellence at the local level.
